Accordingly, this paper argues that we should through various efforts to break down institutional barriers, increase the supply of basic public services of the city of migrant workers, migrant workers and improve the ability to focus on three aspects at the same time, in order to promote the citizenization of migrant workers, migrant workers in the city to promote the free flow of migrant workers settled in the city, incentive, communication, and ultimately into the town, to become the new citizens.
