Study On The Influence Of Informal Subjects On County Governance

Over the past two thousand years, the county has been one of the most basic and the most important governance units in our politics. Thousands of years of history experience tells us that the success or failure of the governance is all to the county. Especially in recent years, there are all kinds of social conflicts gathering in the county,which makes county governance receive more and more attention. United Nations ESCAP hold the view that governance is the process of decision-making and the process by which decisions are implement ed, and an analysis of governance focuses on the formal and informal actors involved in decision-making and implementing the decisions made and the formal and informal structures that have been set in place to arrive at and implement the decision. Based on this view, this paper analyzes the influence of informal subjects on county governance. The main purpose of informal subjects to the county governance is to get the scarce economic resources and political resources from the policy process. In this way, informal subjects have influence on the county governance.For example,i t is difficult to form a consensus orientation in the policy process and it also hinders the rule of law in the county, reduces the transparency of the policy process and influences the establishment of responsible government. Why the informal subjects can affect the county governance is closely related to the special political, economic, cultural and social environment of the county.The special political power structure of th e county is the basic reason that the informal subjects can affect the governance process through the informal relationship. Economic development in the county has dependence on policy resources,which provides an opportunity for that the informal subjects can influence the policy process and the county governance. The status of the county culture,the lawlessness and the erosion of the traditional relationship culture,makes the informal subjects tend to use informal relationship to get the scarce policy resources in the policy process. Social structure of acquaintance society in the county exists kinds of informal relationships that informal subjects can be used. In the end it provides some suggestions of guiding the informal subjects to promote good governance in the county,such as improving the laws and regulations,strengthening the ideological and moral construction,changing the concept from management to governance and continuously enhancing the supervision mechanism.
