Flexible Governance Of Informal Economy In County Society

With the deepening of social transformation and reform in China,informal economy has become more and more important.Governance of Informal economy has also become an important part of social governance.Based on the case study of unlicensed taxi of a county in Anhui province which is economically underdeveloped,this study finds that unlike the economically developed cities,the county government adopt the "flexible governance" in the governance of informal economy.Including the combination of a variety of governance tools and different ways of using the same tool,according to the actual situation to adopt flexible operation during the management.The type of “Flexible governance” embedded in the county social structure.On the one hand,With the economic transformation and development,the county community hold a large number of unemployed groups and marginalized groups,the informal economy provides employment opportunities,alleviate the local social security pressure effectively;On the other hand,in the long-term social interaction,the government and the policy target group gradually formed interactive mode,that is,policy network,it has a key impact on flexible governance.Therefore,the flexible governance model is formed in the specific structure of county society,and the application of this model is based on the social stability,to a certain extent,it promotes the moderate development of the county's informal economy.Besides,the county government also need to improve the ability of provide public services,so as to further promote the county-level governance and social development.
