Research On The Employment Promotion For People Receiving Minimum Living Standard Subsidies In Wuhan

At present,although the urban minimum living security system guarantees the basic life of the poor living persons to some extent,it is difficult to really help the people out of poverty and realize their own development.In the group of persons receiving minimum living standard subsidies,the vast majority of people are difficult to enter the labor market with labor capacity due to various reasons.Even if employed,they usually engage in more flexible work with poor stability and low wages.The low employment rate,the low quality of employment and the low employment level are one of the most notable employment features of China's persons receiving minimum living standard subsidies,which are also the root causes of lacking of access to escape from the aid system for persons receiving minimum living standard subsidies.It may even cause the next generation fall into poverty circulation.Therefore,it is of great significance to promote the employment of a large number of persons receiving minimum living standard subsidies with labor capacity.Based on employment-related theory and related policies of Wuhan's employment promotion,this paper elaborates the implementation status of urban minimum living security system in Wuhan by taking the employment promotion for persons receiving minimum living standard subsidies as the research subject.Next a questionnaire survey was conducted to study employment status of urban people receiving minimum living standard subsidies in Wuhan,a multiple linear regression analysis was conducted on the influencing factors of employment of the persons receiving minimum living standard subsidies in Wuhan from four aspects of the labor force's own factors,family factors,employment policies and institutional factors,and employment support factors.The study found that employment promotion policies,employment guidance,workforce quality,family ability,employment information,employment training and employment concept shave a significant positive impact on the employment of the people receiving minimum living standard subsidies.Finally,this thesis puts forwardcountermeasures and proposals to promote the employment of urban persons receiving minimum living standard subsidies in Wuhan in four levels of government,employers,the society and individuals via the research results of the previous chapters,mainly including: the government should optimize the legal system,improve the employment promotion policies,strengthen employment service systems,to encourage self-employment by people receiving minimum living standard subsidies,etc.;The enterprises should establish concept of social responsibility and attract people receiving minimum living standard subsidies for employment;The society should create a good atmosphere for the employment of people receiving minimum living standard subsidies,and strive to create jobs for them;In addition,people receiving minimum living standard subsidies must establish a correct concept of employment and strive to improve the quality of the labor.Through the above research,it is hoped to adopt a targeted employment promotion strategy to promote the optimization and improvement of the social security system and help Wuhan City's people receiving minimum living standard subsidies to improve employment quality and quality of life.
