| Administrative examination and approval refers to the administrative organs resort to ratifying, giving permission, giving annual inspections and giving out licenses to permit the natural persons, legal persons and other organizations’ applications to permit their specific activities, accept their qualifications, affirm their specific civil relation or the specific capacity for civil rights and actions. Since the reform and opening-up policy having been taken out, the economic system of China has been changed. On one hand the government relaxed the control of some industries, on the other hand our government also sets up some related laws and rules or administrative examination and approval items. However, as there are more and more fields and scopes of administrative examination and approval, the rights of assessing officers are quite concentrated, so the malpractices of administrative approval system is more and more obvious. The procedure of Administrative Examination and Approval is tedious; the efficiency of administrative examination and approval is low; the rights of assessing officers is also corrupt. Those problems lead to the choke point which limits the quick and steady development of our local economy. Therefore,it is necessary to make a reform of our administrative approval system, especially to make our local government’s procedure of administrative examination and approval simplified and standard.The feature of this article is to study the problems of Chaoyang’s administrative examination and approval procedures. At the background of deeply boosting administrative examination and approval procedures and constructing service government, we should adopt comparison method, theoretical analysis method, field research method and so on to analysis the actual problems of Chaoyang government. At the same time, we should reference the experience of advanced regions to come up with the advisory countermeasures to simplify the administrative examination and approval procedures. |
