Study On The Petition Work In Distinct A Of Chongqing City

Petition work is a special mass work, and is also a significant guarantee of social management and improvement of social harmony. At present, be in a crucial period of social transition and reformation, many social contradictions and problems were reflected by petition system, along with the deep transition of economic system and social structure, change of interest pattern, and ideological concept. In the last decade, it caused serious influence, as many basic level petition events happened. It’s the first hand materials about mass’ s desires and social tensions, because petition work encounters directly mass. As a consequence, the quality of basic level petition work impacts directly social harmony.It is representative on a national scale if we choose Distinct A of Chongqing as our study object, which locates in the north-east of Chongqing and is the center of Three Gorges. After collected a big mass of related documents in home and abroad, we use theory of social conflict, social control and theory of public governance as basic theories and we adopt literature petition, case study and field investigation methods, we analyzed the present situation of petition work. And then we enumerate cases to study its causes and our reflection, at last we give some advice to improve Distinct A’ petition work in four aspects which consist of improvement of petition system, highly respect to three relationships, guidance of mass to protect theirs rights by law and improve the quality of the petition staff.
