Petition letter(letters of complaint from the people and the calls they make to lodge complaints)is a kind of public mood management mechanism with a long history in our country,which has a prominent position in reflecting the social situation and public mood,solving social contradictions and improving social governance mode.With the advent of the economic new normal,China's social production level has improved largely while social contradictions and conflicts have been intensified constantly.Under the situation of intense contradictions,the petition work(handling public complaints made in the form of letters or calls)has been misunderstood by some people,meanwhile,corresponding negative influence has attracted wide attention from the media and has been enlarged,which makes the related work trapped into a dilemma.Under the background of public service being optimized continuously in our country,the government and the public have increased their demands on the petition work,wherein the government is in urgent need to participate in social governance through the petition work,and maintain social harmony and stability while the public also expects to participate in government management through the petition work.Under this background,how to play the role of the petition work more effectively is also an important reason for this paper to select this topic.Taking YC City as research object,the research on its petition work is conducted from the following aspects: Firstly,the current situation of petition letter in YC City is introduced,the related work of petition institutions in YC City is introduced as well,including petition work publicity,online petition work implementation,multiple-party coordination mechanism establishment and regular petition work seminar convening,besides,the specific situations are summarized based on related data,involving obvious decline in exceeding limit letters or calls of petition work,increase in letter or call quantity,increase in reply to letters or calls,increase in complaint-solving rate and increase in complaint-solving satisfaction.Secondly,five problems are introduced combined with the actual petition work situation in YC City,including weak execution in related laws and regulations,unclear functions of petition work,disordered organization of petition institutions,lack of appraisal&punishment mechanism and the public awareness of petition according to law.Thirdly,aiming at the difficulties faced by YC City in petition work,Put forward the concrete countermeasures to improve the petition work in YC City.First of all,establish and improve the handling mechanism of letters and visits;Secondly,strengthen the publicity and education of letters and visits and standardize the environment and order of letters and visits;Thirdly is to strengthen the power of letters and visits and give full play to the functions of letters and visits;the lastly is to adhere to the problem-oriented,optimize and improve the assessment and accountability mechanism and open up promotion channels.It is hoped that this research can help the petition institutions in the prefecture-level cities to improve their petition work level,and drive benign development of the petition work in our country.
