| As the pilot county of power-expanding policy,City YIBIN,County YIBIN, has welcomed its initial success after a series of reform policies, which drives the power of city downward, strengthens the economic development of county and quickens the development of new-type urbanization. However, power-expanding policy of County YIBIN still faces four major challenges which comes from ideas,laws,elements and systems. Idea barriers mainly include a fraction of counties assert authority over city, cities fail to give enough authority to county and leaders’ roughly cognition;Law barriers mirror some activities are alien to the current laws and regulations during the authorization process; Element barriers contains the inadequacy in energy, labors and funds; System barriers lie in the difference between power-expanding policy and traditional public administration. The reasons are multiply, including the deviation conception to county-power-expanding policy, poor relevant training, uneven distribution of interests among pilot county, county authority and town, incomplete law system and incomplete performance evaluation system.The reform of power expanding and governance reinforcing in County YIBIN should explore local specific reform scenario on the basis of drawing on the practical experience of affair right reform in other countries and province. This paper proposes the thread on deepening the reform of power expanding and governance reinforcing in County YIBIN from 4 perspectives. First, we should change concept and service mode. County-level divisions and pilot towns should divide county and town authority purview in the light of regional characteristics, industry basis and resources endowment in a rational way and persevere in organic unity between reform efforts and the society sustainability. Second, we should decentralize power and strengthen supervision in a rational way. Provincial People’s Congress and the Government should perfect the relevant laws and regulations in order to provide pilot towns’ approval enforcement with legal foundation, thereby achieving enforcement body’s authentic transferring. Departments at the county level should concentrate on decentralizing approval authority purview which pilot towns needed it most and establishing and perfecting the supervision system of town-level Party and government leaders with a focus on chief Party Principal leaders.Third, increase support and reinforce job security. Support for land use should be increased.Construction land index should be added properly in land use planning; financial support should be increased to improve the financial management system, the proportion of county and town finance tilt to the pilot town. Support for the project should be increased, the pilot won project should be prioritized in the provincial key construction projects. Fourth, strengthen out the management system and perfect the operation mechanism. Institutional setting and manning quotas should be readjusted, province and city should expand the limit of pilot town organization and give autonomous right to the grass-roots institutions; establish a system which conforms to the actual primary level, give the function of direct masses service to the town, transform the sending organization into department directly under the township, define the management authority of county department and town, construct law enforcement system adapting to the development of grass-roots. |
