Study On Administrative Power List System Of Yinchuan City Under The Background Of "Decentralization,Regulation And Service"

The power list system,which is one of the new ways to transform the government functions,origin ated in the background of the reform of "decentralization,management and service" in China.Its main p urpose is to restrict the administrative power,clarify the relationship between the government and the m arket,and promote the modernization of the national governance system and governance capacity.In 2013,the Third Plenary Session of the 18th Central Committee of the CPC proposed to implement the p ower list system for the first time.In 2015,the central government further standardized the specific req uirements for the formulation of the government power list system,and defined the time limit for gover nments at all levels to publish the power list.In 2016,Report on the Work of the Government pointe d out that the sorting out of the list of powers of central government organs should be completed befor e the end of the year.In 2018,the government work report stressed that the provincial,municipal and co unty government departments have formulated and published the list of rights and responsibilities.In 2020,Construction Plan of China under the Rule of Law(2020-2025)proposed to compile and publish th e list of administrative licensing matters,record management matters set by the central government an d the list of powers and responsibilities of the departments of the State Council.The reform of "decentralization,regulation and service" is to use the holistic governance theory t o clarify the power boundary between the government and the market,break the old economic and politi cal system,stimulate market vitality,and improve the level of social governance.In this paper,our gove rnment takes the opportunity of administrative reform to actively implement the power list system and r estructure and optimize the government’s administrative power.From the perspective of "decentralizati on,regulation and service" reform,this paper uses the method of combining theory with practice,literat ure research method and social survey method,takes the power restriction theory and holistic governanc e theory as the theoretical basis to analyze and study the current situation of Yinchuan municipal govern ment power list system operation,and summarizes the existing problems and reasons.And then put for ward the idea of optimizing and improving the power list system of Yinchuan municipal government.T he results show that the power list of Yinchuan City is in good condition,which provides a strong mech anism guarantee for the economic and social development of Yinchuan City.At the same time,it is foun d that power reduction and decentralization,dynamic adjustment,power control,supervision and assess ment,publicity all affect the operation effect of the power list.Therefore,it is necessary to clarify the fu nctions of government departments,determine the legal status of the list,amend and improve laws and r egulations,improve supporting measures of power list,strengthen scientific and technological supp ort for network,in order to provide references for the improvement of power list system.
