Research On Party Construction Mode In Jinzhou New District Village Changed Community

Urbanization is the only road from agricultural society to industrial society in transition. In recent years, with the increasing urbanization process, some regions in which countryside becomes city directly by the relocation and the system of administrative control is changed from village committee to community residents committee are called "village changed community". Most "village changed communities " are in the transition stage, so they have both village organization and community organization, which gives a challenge to traditional party construction mode.In this article, we studied the party construction of four "village changed community" residential districts in Jinzhou New District, and found that there were several problems, such as there was disharmony between community party branches and other party organizations, there was atomic tendency in some party members, party members played a limited role and so on. The disharmony may be caused by the imbalance of benefit; the atomic tendency might be caused by transient change of space, while the lack of platform affected the party members' function. Aiming at these problems, and taking example by party construction experience of Shanghai city, we suggest that the "village changed community" party construction of Jinzhou New District should realize a work pattern of "regional party construction in the subdistrict", with the features of organization framework of network, party member management of building group, service center of regionalization, and communicative system of party building. Our suggestions are demonstrated by externalities, interior structure, subject of implementation, mass base and fund guarantee. If we want "village changed community" district to realize the work pattern of "regional party construction in the subdistrict", subdistrict party working committee should focus on building the core of leadership, pull off the optimized and reasonable attribution of party-building resources, construct effective platforms, and build high quality, efficient and long-acting management mechanism of party member management.
