The Research On Social Governance In Singapore From The Perspective Of "State - Society" Relationship

The concept of Social Governance began to prevail in Singapore in 1980s, and its practice keeps a health trend with the development of the theory. In the Social governance of Singapore, the main body of participation involves national and social pluralism is of the People's Action Party government representatives. And the pluralistic society includes three main aspects:grass-roots organizations non-governmental organizations (community groups, charitable organizations, etc.) and individual citizens. The author finds out that the development of Singapore society with the increasingly health tendency is beneficial from good collaboration among the forces of the body, and the two main national and social interaction between a certain pattern. This dissertation argues that the formation of this relationship is a model that combines the effect of four conditions:democratic transition from the authoritarian of Singapore's one-party dominance of politics, the particularity in social issues of Singapore government, goal congruence of the nation and social pluralism body and the two sides complementary resources, which leads to a certain interaction. And this interaction can be grouped into three basic modes depending on the participants:State and community grassroots autonomous units-Government-leading and interdependence mode; National and Social Intermediary Organizations-cooperation and complementary mode; State and Society Citizen-interdependence mode.The author observes the formation and development of this positive interaction relations from the " external environment " "double dynamic " " strategic interaction" three dimensions." External environment " refers to the impact of the international environment in the process of development of social governance in Singapore:the start of economic globalization, the wave of political democracy, and the constantly introducing multicultural, multi-ethnic, multi-ethnic by new immigrants. External environment for the generation and development of mature social governance concept has a certain influence, and influence in the construction of social governance in Singapore Government and Community Initiatives at the same time has been shaped by both the initiative. Social Governance in the Singapore government and social forces have their own initiative, they make decisions and implementation based on their own interests and abilities. Different ways are taken to response to government actions in the society and to express their demands; the Government adopt to the social governance concepts and measures according to the development trend. Although participation and the degree of social forces is not enough, the existing involvement with certain efficiency has propelled a certain improvement in social governance. Of course, that system also has some disadvantages. However, both the advantages and disadvantages are worthy of borrowing and reflecting the problems in the construction of social governance system and our country and promotion of the multi-subject relationship.
