Research On The Relationship Between Government And Society In The Governance Of Resource-based Villages Under The View Of State-owned Property Rights

The Third Plenary Session of the 18 th CPC Central Committee put forward the overall goal of deepening the reform in an all-round way.It is to promote the modernization of the state governance system and governance capacity.It is the basis for handling the relations between rural grassroots and political parties,and promoting the modernization of the grassroots governance system.Shanxi Province is a big coal resource province in our country.The coal industry made a great contribution to the development of local economy.However,it also caused a series of social problems such as ecological damage,environmental pollution and land subsidence,undermining farmers' interests,Group conflicts affect the social stability at the grassroots level.If the government can not play a good role in communication and coordination,resolving these contradictions will further trigger the contradictions between government,enterprises and society,causing the failure of social governance,reducing social trust and satisfaction with the government,and not conducive to social stability.Therefore,proper handling of political and social relations,positioning of government functions,mobilizing the effective participation of the community,building political consultation and interaction,co-governance system,is the urgent need to solve the Shanxi provincial government issues.Whether the exploitation and utilization of coal resources is reasonable or not has a direct impact on the interests distribution of resource-based villages,the assumption of responsibility and the allocation of power,thereby affecting the degree of coordination between government agencies and local governments and the degree of local effective governance.Property rights,on the other hand,determine the way of resource development and utilization.Therefore,it is necessary and important to study the relationship between government and government in resource-based areas from the perspective of property right,which can comprehensively deepen the reformof social system,enhance the ability of social governance and promote the modernization of state governance.In this paper,BYZ village as an example,the theory of property rights as a guide,divided into four parts on resource-based regional political and economic relations discussed:The first part starts from the theory of property rights,starts with the characteristics of state-owned property,laws and regulations and related policies,and discusses the status quo of government-society relations in resource-based areas from the perspective of state-owned property rights,that is,interaction and coordination,and the government and social responsibilities.The second part takes BYZ village in Shanxi Province as a case to describe the real manifestation of political and social relations in resource-based areas after the construction of state-owned coal mines,namely,the conflict and confrontation.The concrete manifestation is the conflict between political and social organizations due to "coal" generation,the distance between government and society due to "land" alienation,the contradictions between government and government due to "money" deepening,and the relation between government and society confronted with "power".The third part deeply analyzes the key factors that affect state-owned property rights on the relationship between government and economy in resource-based areas.That is,property rights lapse.Due to the deviation in the implementation of state-owned property rights system,the functions of protection,management and restriction of property rights are improperly played,The definition of "interest","responsibility" and "right" between the government and society will affect their behavior and ultimately influence the formation of political and social relations.The fourth part from the point of view of property right put forward resource-based areas to rationalize the relationship between political and social relations,that is,to ensure the rights and responsibilities of governanceclear,the specific approach is to establish a clear system of property rights rights and responsibilities,the second is to strengthen the protection of government property rights,the third Is to improve public authority supervision and control mechanism.Finally,this paper argues that it is necessary to straighten out the relationship between government and government in resource-based areas from the perspective of property rights,establish a property rights structure with clear rights and responsibilities,optimize the pattern of political and social interests,allocate responsibilities and exercise power,and achieve positive interaction between them.
