The Study On The Relationship Between The Chinese Communist Party And Society From The Perspective Of State Governance

In the process of modern political development,the relationship between party and society is undoubtedly a basic relation of party politics,which has always been an important Research content of politics and sociology.In the field of political life,it is an essential way to measure whether a party is capable of governing through the relationship between party and society.Giovanni Sartori,a famous political scientist of Italy,points out that all the regime had the characteristics of communication,all parties had the characteristics of lead,but only a multiparty system had the characteristics of expression.The metaphor behind it is that the lack of expression function of the party system of Chinese characteristics,which is undoubtedly a presupposition bias.However,The communist party of China was able to succeed by taking the mass line and fully expressing public opinion,which won the ruling status and construction achievements.Therefore,the research of this paper is to make a tentative revision of the analysis framework of the sartori party,to consider how to realize the expression function of party system of Chinese characteristics and the possible problems.At the same time,under the perspective of governance,based on the different function of CCP,from the leadership and ruling,social mobilization and public opinion expression dimension focus to explore the relationship between society and CCP,analyzes the influential elements of the benign interaction,and puts forward some possible countermeasures.In the context of China,one of the most important part of transformation of CPC from revolutionary party to the ruling party is the adjustment of party and society.This adjustment is not only the key of understanding CPC's self-reform,but also the inevitable requirement of the development of pluralistic society As the leading nucleus,the CPC has not only played the role of ruling party,but also the out-party in the process of modernization of national governance of china,which constitutes rich content of party-society relationship.From the perspective of state governance,this paper sets to study around the core object of the relationship between party and society including the characteristics of the relationship and influential elements of the interaction between the two sides,and puts forward some possible countermeasures based on different functions of party.The study of the relationship between CPC and society must be based on Chinese situation since the CPC is the Core strength that leads national governance of china.Firstly,this paper discusses the elementary proposition of the relationship between party and society,including analyzes the political ecology of china's national governance,clarifies the contemporary field of the interaction and the position and role of CPC in national governance from the perspective of modernization of the national governance.Then it discusses the opportunities as well as challenges that social transformation,marketization and informatization bring to the interaction of party and society and expounds the target and task of the construction of ruling party in the modernization of national governance.The second chapter discusses the relationship between party and society through the role of ruling body.This paper pays close attention to the diachronic features of the transformation of the relationship among party,state and society and analyzes how party leads society in the transformation of the relationship between party and society as well as the impact of pluralistic social values on the relationship between the two sides according to evolution of the party's leading content and the way in the different period of revolution,construction and reform.On the basis of the analysis above,the paper discusses the question that how to form the positive interaction between party and society in the process of integration of multiple social values by improve the competitiveness of the socialist theory with Chinese characteristics.Finally,the paper analyzes the differences and consilience of the legitimacy and effectiveness of state governance as well as discusses the question that how to form organic unity between the legitimacy and effectiveness of state governance in the basis of the relative stripping of the two elements so as to explore the way to reconstruct the legitimacy of government.The third chapter discusses the relationship between party and society through the role of social mobilization body.In the complex political ecology of the modernization of national governance,as the main body of social mobilization,the party has complex interactive logic with different social individuals and organizations(objects).The social mobilization of party inflects the interaction between party and society.An effective social mobilization not only depends on the main body of mobilization,namely the complement of party organization system,but also depends on the recognition of the object to the mobilization body,which comes from the party's ideology,governing performance and its image.At the same time,to mobilize multiple social forces to participate in the governance of the country,we need to start from the philosophy and pattern of mobilization,so as to realize the innovation of the mode of social mobilization by ruling party.The fourth chapter discusses the relationship between party and society through the role of the body of public opinion expression.As the body of expression of public opinion,the relationship between party and society mainly embodies in Party-masses relationship.mln the process of state governance towards modernization,the diversity of social interest,social life and social organization has formed a new norm of social development.It is the key issue that how the party adjusts its organizational structure and function according to social changes.On the basis of these backgrounds,the key to the question of party-masses relationship lies in the social function of the party that can enhance the communication with society,which requires that the ruling party must constantly improve its social communication system and public opinion expression mechanism,and import interest demands of all levels of society into political system through certain procedures,as well as make it work effectively.Finally,the ruling party should establish policies and measures that meet the requirements of most,so as to guide and safeguard social stability and orderly development.
