Research On The Construction Of Social Governance System For Urban Poverty Children

Since the reform and opening,China's economic and social development has been rapid,but at the same time,the gap between rich and poor continue showing an increasing trend.Cities as major national economic development area,the industry-rich,densely populated,highly heterogeneous,the disparity is most evident.In the urban background of the current traditional social management can not completely solve the problem,eighteen Third Plenary Session put forward new requirements to promote social governance system and social governance modernization.Compared with the traditional social management,social management modes of multiple subjects involved in triggering social vitality,to change the traditional top-down model,participation mode from passive response to proactive behavior of each governance body from a single to a variety of transition.Construction of social governance theory underprivileged children social governance systems present a new perspective,By analyzing the current situation of urban poor children,causes and impact of poverty,analyzing the shortcomings of existing management office,providing a solution to construct its social management system,fulfilling innovative social governance and practice,this paper provides a reference for the relevant departments to develop urban poor children treatment measures.The paper usesinterviews toanalysis the poverty dilema faced by children,which playsa very vital role for the adolescent childen's phsical health,but the existing policy supp ort is relative dispersive,and has' t form system,and it is still lacking on special assistance for poor children.To effectively control poor children,we need to consider both the development and innovation of national policies and regulations,and must p lay a social services organization,how to effectively establish social governance system will be the key to combating poverty children.Government as a national manager with macro-control functions,should give full play to the functions of governmentin the service,and increase policy support;the community as a social environmentthat poor urban childen are fimilar with.It should expand service space,improve service methods,constructa fair good living platform for the poor urban childen;social service agencies and professional talent diversification of services is its unique advantages,but more loosely current social service agencies,should establish a network of social service agencies to optimize resource allocation,and tap the potential of the service;personally city Social relations are more closer for urban poor childen'social relationship,easily to carry and to accept service,but its flexibility resulting in poor continuity,personal services should be managed organization,so as to form a long-term service mechanism.
