Research On The Measurement And Governance Of Children’s Multidimensional Poverty

Children are the future of the country,it’s poverty has become an important issue that affects the future of the country.Although by the end of 2019,China’s rural absolute income poverty population has been reduced to 5.5 million,and the corresponding incidence of poverty is only 0.6%.However,it has not really eliminated the problem of children’s poverty.At the same time,the connotation of children’s poverty has expanded from single dimension to multi-dimension,that is to say,poverty is not only the low income,but also the deprivation of education,health care and other dimensions.In the long run,income poverty is reversible,education,health and other dimensions of poverty are irreversible.It can be seen that multidimensional description of children’s poverty can better grasp the essence and connotation of children’s poverty.Therefore,this paper based on children’s multidimensional poverty(MP)research.Based on the research idea of problem analysis and problem solving,this paper adopts the research method of combination of empirical research and normative research to provide solutions for alleviating MP of children.In particular,firstly,this paper constructs a MP indicator system for children,using the China family Panel Studies(CFPS)data of 2010-2016,it accurately measures the MP level of children.Secondly,this paper first constructs a MP indicator system for children,accurately measures the level of MP for children;then constructs a scientific path for the governance of MP for children;finally,based on the research conclusions,puts forward policy recommendations for accurate measurement and alleviation of MP for children.The specific research contents and conclusions are as follows:(1)This paper analyzes the current situation of children’s poverty,and analyzes the causes of children’s poverty from the family,social and national levels,which provides a practical basis for alleviating children’s MP.(2)Based on the MP theory,this paper constructs the MP index system of children in China,selects the index weight by using the neural networks with random weights,and measures and decomposes the MP breadth,depth,intensity level and evolution of children from the static and dynamic perspectives.(3)Overall,the breadth,depth and intensity of MP of children in China are decreasing year by year,and the level of MP of children in China is typical regional distribution characteristics.The main driving factors of MP of children are social interaction,children’s medical care,mental health,children’s education,family income and other factors,and there are significant differences in the main causes of poverty in different regions and urban and rural areas.(4)The optimal path to control children’s MP was constructed.Including the establishment of child development security mechanism through the guidance of national legislation and macro policies;the realization of equalization of public services based on the service-oriented government;the establishment of MP recognition mechanism for children,and the strengthening of MP intelligent monitoring for children;the standardization of child management system,and the improvement of MP alleviation welfare level for children.
