Research On The Effectiveness Of Supervision Of Leading Officials

The Report to the Eighteenth National Congress of the Communist Party of China pointed out that, we should ensure that strict procedures are followed in the exercise of power, and tighten oversight over the exercise of power by leading officials, especially principal leading officials. Scientific and effective power control and supervision system are the Party's major issues in terms of consolidating its ruling status and achieving its mission of power, as well as the core task of strengthening the Party and cadres' discipline. Hence the research of the effectiveness of the supervision of leading officials has significant practical meaning.The thesis introduces the main content of supervision of cadres, classifies different forms of supervision according to the subject of responsibility, implementation time and the nature of supervision, summarizing the “5W mode” of the effectiveness of the supervision.By analyzing and comparing the development history and main characteristics of the supervision of leading cadres in different countries at different time scale, the thesis sorts out ideologies of supervision of leading cadres in different times, in order to better understand the policies and development of supervision. It also provides theoretical basis for the analysis of the effectiveness of supervision.In the meantime, the thesis elaborates the current situation of supervision from the two aspects of the cadres group and the cadres supervision operation. By using the “5W mode”, the thesis answers systematically the problems of who to supervise, what to supervise, supervised by what, how to supervise and where to supervise. Also, it provides measures of raising the independence of supervision subject, improving the supervision pertinency, strengthening the laws and regulations of supervision, enhancing the effectiveness of supervision, and creating the democratic atmosphere of supervision.
