The increasing demand of public service not only does in number and variety, but in quality. Therefore, establishment of the service-oriented government for satisfying public demand becomes inevitable tendency. Town government closely linked with the countryside, and it played a vital role in new rural construction. And the town government is the foundation and starting point for establishing service-oriented town government. All of these we mentioned above, it brings profound theoretical and practical significance.The paper considered that the government should not participant market competition, but should put its focus on the public. The fiscal pressure should gradually transferred to the superior government. And the superior government should give the service function back to the grass-roots government, letting the town government focus on its management and service functions.Firstly, the paper introduced literature about new rural construction and service-oriented government.
