Study On Campus Public Security Crisis Management

When the harmonious development is becoming the general trend of world development,a number of campus public security events have aroused our attention. Education is the foundation of long-term strategy. China attaches great importance to the health of students, and further improves education with increasing investment. Campus is the origin of imparting knowledge with the responsibility of basic education. Only when the campus security can be guaranteed, the physical and mental development of students can be protected. The harmony and stability of society can be completely maintained by enhancing the awareness of security.In line with the principal of “People originated, Life first” on management of campus public security,Tianjin adheres to the basic idea of “security first, precaution crucial,treatment comprehensive”, strictly builds the protective barrier of campus in order to ensure the security of students and staff. In 2013, Based on the spirit of CPC National Congress and establishment of peaceful society, Tianjin attaches great importance to the primary and secondary school security with enormous investment on civil defense, physical defense and technical defense, at the same time establishes and improves management regulation and preventative measures, which the preventative measures and responsibilities are put in place. The operational mechanism of campus security is improved in Tianjin. The comprehensive management departments at all level and education authorities play the supervision and inspection role on campus security. They promote the full implementation of the work, and create a good situation of coordinated departments, great responsibilities, powerful measures and solid progress.The main applications of this paper are interview and investigation, literature research, thinking and quantitative and quality analysis. Through the basic concept of crisis, campus public security crisis and crisis management, we can fundamentally understand the connotation and meaning of the management of campus public security crisis. This paper also analyzes the theory of campus public security. At the same time, based on a large number of relevant literatures on the analysis of US and Japan about the situation and strategic initiatives, we can learn some advanced management methods. This paper creatively adopts INEE(The Inter-Agency Network on Education in Emergencies)so as to analyze the situation of Tianjin primary and secondary school public security crisis management. Through the analysis of government and education authority, campus and family, we can find the problems of management of primary and secondary school public security. Based on a large number of examples, experience and conclusion,this paper puts forward the solution and suggestion by establishing the management philosophy of campus public security crisis, strengthening the guidance and regulation of government law, and setting up the mechanism of campus public security crisis development and so on.
