China's Public Crisis Management Research

In recent years, with the continuous reform of our society, rapid economic development, the reform and development issues are also becoming increasingly prominent, and deep-seated contradictions have been gradually revealed. It occurs that all kinds of natural disasters, group petitions events, production safety accidents, public health security incident etc. In short, our country is in emergency-prone period, the Government and people give high concerned and attention to emergency events. It is an urgent need to address the practical problems, how to make our society is in a relatively safe state, effective prevention and control of disasters, to avoid or reduce the loss of disaster.This article elaborates the research background and objectives, contents and methods, as well as emergencies, crisis and crisis management, public crisis management concepts were defined clearly the scope of their.Then this article is analyzing on our three domestic typical cases of emergencies, summarizing and refining a public crisis management experience and lessons learned, focusing on our government to respond to emergencies of public crisis management situation and studying how to build and improve the public crisis management system.It is including that the deficiencies of our government responding to emergencies of public crisis management: no strong sense of public crisis, early warning and inadequate plans, no complete of Public crisis management system, not strong operational of Laws and regulations, professional laws and regulations insufficiency etc.Based on the background and research at home and abroad, our are reviewed, and the experience of three typical emergency, according to our government public crisis management present situation, especially when combined with the actual situation in our country, it is concluded that we should strengthen the prevention of crisis events for improve the public crisis management system, improve decision-making of the crisis,run agency crisis management in reasonable,strengthen the security system responding to emergency and coordinate law and crisis management.I put forward how to scientific construction of government public crisis management system,in order to improve public crisis management ability and level.
