Public facilities,which are needed to keep the city running properly,are faced with public boycott due to negative externalities.This phenomenon is called NIMBY(Not In My Back Yard).The NIMBY phenomenon has long been regarded as the reflection of public selfishness,and its sticking point has also been attributed to interest.With the acceleration of economic and social transformation and urbanization,citizens of urban public facilities have become increasingly demanding.In the same time,NIMBY conflict phenomenon caused by the construction of public facilities becoming more obvious,even brought frequently NIMBY-type mass incidents.Some special public works,such as nuclear power plant and railway engineering,leds Cross-regional NIMBY conflict because of the larger negative externalities and broader scope.This article compiled cross-regional NIMBY conflict of China's mainland occurred in the last decade,summing up some governance issues in of China's mainland,includes communication difficulties,development difficulties and participation difficulties.And analyzing the reasons in the perspectives of the Collaborative governance.In the end,this article compiled the experience of Taiwan of China,giving the path to solve cross-regional NIMBY conflict.First,Setting by the central government as the leading pattern of polycentric governance together.Additional,perfecting integration between multiple subject of interests.In the end,making the participate in the process of cross-regional NIMBY collaborating governance more specificatied.This issue is a mirror to see the coordinated regional development.Research on this issue will beneficial to depth grasp and understanding the law and logic of China's mainland coordinated regional development.
