From Conflict To Compromise:a Study On Cooperative Governance Mechanism Of Rural Nimby Group Events

In recent years,the increasingly frequent NIMBY mass incidents have posed a great threat to the social stability of our country.With the continuous advancement of urbanization,mass incidents have been caused by the implementation of a large number of NIMBY projects in rural areas of our country.The number of NIMBY groups in my country has surged,and most of the NIMBY incidents in China end in secondary site selection,tertiary site selection,or direct cancellation of the project.This kind of movement with collective protest as the main form has had a negative effect on the grass-roots society in China,and has also seriously hindered the sustainable and healthy development of the social economy,crisis.The governance model dominated by a single power center of the Chinese government is difficult to deal with the diversification and complexity of NIMBY in the current society.Under the influence of such internal and external contradictions,how should the government solve the problem of NIMBY group incidents in rural areas has become an urgent problem to be solved.This paper comprehensively uses field investigation method,in-depth interview method,non-participative observation method and case study method to explore the collaborative governance mechanism of rural NIMBY group incidents.The research object of this paper is the governance countermeasures of rural NIMBY incidents.Taking the construction of the M village funeral home project as an example,it analyzes the mechanism behind its completion.Trying to explore how compromise consciousness and compensation mechanism play a role in the collaborative governance of NIMBY group incidents has certain practical significance for promoting the modernization of governance systems and governance capabilities.This paper has five parts,the first part mainly expounds the research background,main theoretical basis,and case background;the second part mainly analyzes the origin of the conflict of the NIMBY group incident in M village;the third part focuses on the conflict subjects of the M village funeral home project.Negotiation;the fourth part proposes how the NIMBY group of M village can reach consensus through collaborative governance from four levels:establishing a compensation mechanism,resorting to compromise and negotiation,from control to co-governance,and from confrontation to alignment;The five parts answer the question consciousness of this paper.Compromise consciousness and compensation mechanism play an important role in the coordinated governance of NIMBY group incidents.First,the compromise mechanism is the internal reason for the mitigation of rural NIMBY group incidents.Second,the compensation mechanism is the compromise mechanism.Spirit is an important factor in effective collaborative governance,and new thinking is given to collaborative governance.Of course,this paper is limited by the lack of research materials and its own research capabilities,and there are still some deficiencies in relevant analysis.It is hoped that it can provide practical suggestions for my country’s grass-roots governance and national development.
