| With the increasing awareness of citizens’ rights,increasing demands for their own health and safety,and expanding channels of social information dissemination,NIMBY conflicts gradually appear in people’s eyes.From rational petitions and complaints on the official website to demonstrations and even violent activities,NIMBY conflicts have had a significant impact on social stability and development.As an important force of social governance,the government plays a leading role in NIMBY conflict governance.However,due to the limitations of the single-center governance model,it is particularly important for social organizations to participate in the governance of NIMBY conflicts as a third party.Therefore,the widespread implementation of the cooperative governance model of social organizations and the government in managing NIMBY conflicts will be more conducive to properly solving NIMBY conflicts.Based on the theory of collaborative governance and the SFIC model constructed by Ansell and other scholars,this paper constructs a NIMBY conflict governance model suitable for the special situation of China based on the actual situation of Nim BY conflict governance in China,so as to provide a feasible optimization path for social organizations to participate in governance.Taking the Kunming PX incident and Tianjin Waste incineration Plant incident as comparative cases,combined with the NIMBY conflict collaborative governance framework,the two cases are deeply analyzed from the external environment,collaborative motivation,collaborative engine and collaborative consequences.It is concluded that there are still some problems in the collaborative governance of social organizations,such as excessively strong government dominance,not obvious collaborative relationship between social organizations and government,poor coordination and communication between subjects,and biased positions of social organizations in governance.According to the theory and actual situation,it is found that these problems are caused by the unfavorable external environment,lack of synergy motivation,and the lack of synergy engine.Secondly,through the analysis of the successful experience of the UK and Japan in the coordinated governance of NIMBY conflict,it provides useful experience and successful inspiration for China’s governance of NIMBY conflict,and lays a foundation for the proposal of optimal path.Finally,combined with the specific development of Chinese society,this paper summarizes the optimal path of social organizations cooperating with the government in nim BY conflict governance,which mainly includes: In order to improve the coordination capacity of the government and social organizations,the cooperative governance mechanism between the government and social organizations in NIMBY conflicts in China will be more perfect by constructing external environment conducive to the participation of social organizations,forming synergy motivation,building synergy engine and improving the capacity of social organizations themselves. |
