The Study On Negotiation Mode Of Mao Zedong's Deliberative Government

Since the Western deliberative democracy theory was introduced into China in 1980 s,academic circles have spared no effort to explore how the theory guides the local government consultation practice in China, but this kind of graft showed more regurgitated ills. At present, learning wisdom from theory of deliberative democracy with Chinese characteristics to build administrative negotiation mode of specialized research is still poor. Mao Zedong's theory of deliberative government is the communist party of China in the process of revolution and construction to form the unique administrative deliberative democracy theory; is an important part of socialist deliberative democracy system; is also the theory support and the endogenous power for the contemporary administrative negotiation of China. Further study of the thought of Mao Zedong's deliberative government, helps to improve the system of contemporary Chinese administrative consultation,and provides theoretical guidance for development of administrative consultation.The deliberative government's negotiation mode is essentially a complex public governance paradigm of combining government and society. From the static level,the main body structure is based on intersubjectivity identity; the communicative action way is based on multi-dimensional interaction; the institutional basis of negotiation consensus is based on discourse environment with non-domination; the ultimate goal is based on the freedom with non-domination.The deliberative government is the concrete application of the mass line in the administrative areas. Specifically, from the deliberative government,“Everything is for the masses”and “All rely on the masses” is as its political principle;“From the masses,to the masses”is as its working principle; the specific operation method is by combining the leadership with the masses,and combine the commonly call with individual guidance.The policy formation of deliberative government contains core modules, including the public issues of selection mechanism, the concentration mechanism of public opinion and the formation mechanism of the general will, and all of these three mechanisms embody the method of democratic centralism.The administrative negotiation mechanism keeps republicanism by means of mixed and balanced representative participation structure?negotiation environment with non-domination?negotiating style with rationality and responsibility, etc.Hangzhou government adheres to the mass line in conducting administrative negotiation. Its intrinsic mode of negotiation is to promote and develop the idea of deliberative government of Mao Zedong. In order to play the modern value of the thought on deliberative government continuely,it should be guaranteed by the law, so that it doesn'tcorrupt;it should depend on development philosophy of dialectical materialism,so that it doesn't become rigid.
