The report of the 19th CPC National Congress emphasizes that deliberative democracy is not only the institutional guarantee for the people to be the masters of the country,but also the objective need to deepen the practice of grass-roots autonomy and safeguard the interests of the people at the grass-roots level.As an important way to promote the construction of rural democracy in our country,rural deliberative democracy has increasingly become an important grass-roots governance model in the new era because of its fair,rational and open institutional principles and the mutual benefit of negotiation results.The subject of rural deliberative democracy is the core force of rural development and governance,it can be said that as actors,the cooperative relationship between them determines the level of effectiveness of rural deliberative democratic governance.Therefore,under the grand background of the construction of a modern socialist power with Chinese characteristics in the new era,the research on the coordination among the subjects of rural deliberative democracy has a very important theoretical value and practical significance.Reviewing the existing research on rural deliberative democracy and rural consultative subjects,it is more likely that there is a reverse inclusive relationship between them,which ignores the positive role of cooperation among negotiators in promoting the effectiveness of deliberative democracy.Based on this,this study focuses on the cooperative relationship among the subjects participating in rural deliberative democracy,and makes a special research on the coordination between participating subjects under the theoretical framework of rural deliberative democracy and collaborative governance.This paper consists of five chapters.The first chapter combs and analyzes the background,significance,research status at home and abroad,research objectives,methods and ideas of the coordination between rural negotiation subjects in this paper.In the second chapter,firstly,the concepts of "rural consultative democracy","rural negotiation subject" and "coordination of rural negotiation subject" are defined in this paper.secondly,it summarizes the theoretical connotation,development and guiding significance of the theory of deliberative democracy and collaborative governance.The third chapter first summarizes and analyzes the connotation of the intra-system subject,the elite subject,the basic subject and the external subject,which are the basis of the coordination among the subjects of rural negotiations,and analyze the relationship among the subjects in the system-elite subject,intra-system subject-basic subject,basic subject-elite subject one by one,on this basis,the generation mechanism and ideal type of coordination among rural negotiation subjects are deduced and analyzed.In the fourth chapter,the relevant typical cases are selected for in-depth analysis,and it is found that in practice,there are some problems such as weak role consciousness,inequality and low trust among subjects in rural negotiations.It mainly lies in the defects in the educational environment,rural development and institutional supervision,which hinder the formation of good coordination among rural negotiation subjects and affect the effectiveness of deliberative democracy.The fifth chapter puts forward the optimization path of coordination among the subjects of rural negotiation,which specifically includes three aspects:from the perspective of consciousness,to further clarify the responsibility and authority of the subject in order to improve the trust and coordination consciousness among the subjects;from the institutional dimension,to improve the construction of the democratic system and supervision mechanism of rural negotiation,enhance the subject's recognition of the negotiation system and protect the rights and interests of subject participation;From the dimension of action,to broaden the channels for the subject to participate in consultation and express demands,implement the resolution of collaborative consultation,and enhance the sense of collaborative participation.Finally,the conclusion is a summary and prospect of the whole research.
