The Empirical Research Of The Township Civil Servants' Legal Concept

With the continuous development of economic and political,the legal concept has become the basic way of governing.The fourth Plenary Session of the 18 th CPC Central Committee stressed that to play the grass-roots party organizations in promoting the comprehensive fighting force in the rule of law,The fifth Plenary Session of the 18 th CPC Central Committee emphasizes Using the legal concept of thinking and the legal concept of mode to promote the development of the way.However,due to the change of the social situation,the lag of law and so on,it is difficult to establish the legal standard which is applicable at all times,and the establishment of scientific and reasonable concept of rule of law will make up for this deficiency.Township civil servants taking the lead in establishing the correct concept of the rule of law is to establish a good image of the people's public servant,promote the rule of law comprehensively,and to cultivate and practice the socialist core values just because they are the most direct government staff contacting with the masses.Township civil servants' concept of the rule of law is a mirror of the construction of the rule of law.It is not only can reflect the present situation in the construction of the rule of law but also the problems in the construction of the rule of law.The formation of the concept of the rule of law in the township civil servants is a long-term process,and the understanding of the concept is the premise and foundation of the improvement.300 township civil servants were selected from the Z city of Hunan Province as the samples were investigated with questionnaire.The questionnaire is divided into four dimensions: Respecting the law,studying the law,obeying the law and using the law?And in the four dimension to separate the eight specific content: Respecting the rule of law,the fear of the law,learning and training,examination and assessment,law-abiding,defending the rule of law,safeguarding public interests,safeguarding the rights and interests of the individual in order to examine the level of legal concept in the township civil servants in detail.Firstly,based on the previous theoretical results and the field observation of the township civil servants in Z City,three hypotheses are put forward: First is the legal concept level of township civil servants is low;second is the concept of township civil servants will be affected by age,nature of work,work experience,education and other factors;third is the law administrative understanding and practice behavior of the township civil servants is not completely consistent.Secondly,the use of SPSS software to analyze the data collected,including project analysis,reliability and validity analysis,the main factor difference test,descriptive statistics,etc..In addition,through the empirical study of the rule of law concept of the township civil servants,I came to the following conclusions: First,overall level of law concept of township civil servants is higher;second,the level of legal concept of township civil servants is influenced by academic factors;third,township civil law idea and the practical action is not entirely consistent.Finally,through the results of the investigation,we can analysis the reasons of the township civil servants' actions combined with the actual situation of,and we put forward to the following training measures from external and internal aspects: First,the external construction--mainly to guide the innovative learning methods to cultivate excellent team,to cultivate the atmosphere to improve the legal system for the protection of the socialist rule of law,improve the socialist legal system.Second,the internal management--mainly from the focus on the transformation of ideas,improving their own quality to enhance their legal literacy,and establishing a modern concept of rule of law.
