Township government is the basic unit of the national administrative unit,the number and quality of the public servants in the township government influences the overall quality of the team of the township institutions and their normal operation.The public servants of the towns and villages are connected with the masses at the basic levels directly,being the transmitter and executors of the policies and strategies of the country,they are the bond that connects the country and the masses.However,the embarrassing situation where candidates for the township governments are hard to recruit,and can't stay long after being recruited,therefore most of the public servants in the towns and villages plan to leave shortly after they came to the towns and villages for work is caused by reasons such as the low wages and welfare in the towns and villages,the difficult working environment and heavy workload.The loss of the public servants in the towns and villages has become a common issue faced by the township administrative units,influencing the normal operation of the institutions at the level of towns and villages.With the constant changes in the big social environment,the social situation is transferred at any time,the ways to perfect the entire team of the public servants and strengthen the managment of the towns and villages,making them satisfied with the work and adapt to the working environment of the towns and villages has become an important subject for the institutions,the superior managerial departments and even the whole country and urges to be addressed immediately.The thesis takes the township public servants in J village,Suining city,Sichuan province as the subjects of research,and tries to understand the loss of public servants at towns and villages through questionnaires,face-to-face communication,regarding the loss of public servants,reasons for loss,and influencing factors.The loss of public servants in the recent five years is comprehended from various aspects such as the work content,work environment participation in the training and age.The data of the questionnaires is generalized and summarized by being integrated with the result from face-to-face interviews,and make exploration to the loss of public servants in J village.The research concludes that the loss of the public servants in towns and villages affects the stability of the public servant team,the conduct of the work at towns and villages,destroys the working atmosphere of the team,as well as the regional development and the fulfillment of the functions.Causes for the loss of public servants in J village include: township public servants have great opportunities of leaving the towns and villages through examinations,lack of strict control over the service term of the township public servants,the low level of salary and welfare of the township public servants and the busy tasks and heavy workload of them,etc.Regarding the above-mentioned issues,the author proposes corresponding strategies to solve the loss of public servants in towns and villages,including: elevating the salary and welfare of the public servants,accelerating the transformation of the functions of the towns and villages,in addition to confirming the various responsibilities of the public servants,clarifying the regular training organization for the public servants and increasing knowledge storage,increasing the opportunities for internal communication and learning and the forceful support of the national policies,etc.
