Since the reform and opening up,deepening the reform of the cadre and personnel system,the government departments at all levels to earnestly implement the civil servant law of the civil service system,and achieved remarkable results,provides a strong talent support for China's economic and social development.This article through the questionnaire and on-the-spot investigation,S province township civil service status,hard to keep people,problems and causes,to explore the solution of civil servants is difficult to keep people of reasonable and effective way to further increase the attractiveness of the township civil service,maintain the stability of civil servants,for the development of regional economic society to provide sufficient the talent support and intellectual protection.The study found that the main performance of civil servants in S Province,hard to keep people,the problem is:the number of civil servants through examination from the constitution of the proportion of larger,part of the township civil servants by the higher authorities on secondment,unable to work in their own posts,part of the township civil servants not satisfied with the work status of civil servants,civil servants choose to leave.The causes from the task and the occupation development space,economic factors,working and living conditions,the incentive mechanism analysis of several aspects of the analysis,we can see that the township civil servants work task is too heavy,wide coverage,lack of occupation development space,the wage income level is low,the incentive mechanism is not perfect,hard working conditions,difficult living conditions etc..Therefore,measures should be taken:one is the examination policy localization;the two is to improve the compensation mechanism;three is to broaden the occupation development space;the four is to establish and perfect the township civil service examination reward system;five is to strengthen the occupation obtained sense;the six is to strengthen the style construction of township civil servants.
