The Interaction And Communication Between The Official And The Folk Discourse In Sudden Public Crisis Events Under Weibo Field

The appearance and development of Weibo brought dual crisis to the government in sudden public crisis events.On one hand,government has responsibility to prevent the negative impact of the public crisis event spreading to the whole society widely,on the other hand,it need to communicate and interact reasonably with Weibo users,to avoid secondary crisis happen beyond the crisis event itself.However,under Weibo field,both dual crisis' s solution are inseparable from benign interaction and communication between the official and the netizens.The core of this study is the interaction and communication between the official and the folk discourse,showing as the dialogue behavior that the official and the folk communicating by words.The essence of dialogue is that both discourse subjects can achieve to consensus opinions and views through communication by words,while,viewing typical cases of sudden public crisis events at present,the two sides haven' t achieve to consensus opinions on most occasions in Weibo field,secondary crisis occur frequently,imbalanced communication phenomenons such as the government' s absence,the folk' s questions,and the confrontation between the official and the folk come into view.So,how did the phenomenons show through discourse?Why did these imbalanced communication phenomenons happen?And which kind of communication strategies will be able to avoid communication going to unbalance situation,and then to promote to solve the crisis?Based on the knowledge of Communication,the author brings Speech Act Theory from Pragmatics into this paper,building an analysis model for analyzing Weibo text of the official and the folk,in speech action' s three main stages---"who says","when said ","say what ",respectively explaining which kind of imbalanced communication problems has appeared in the official-the folk conversation process.And then viewing dialogue process as a two-way communication activity between subject and subject,analyzing the causes of imbalanced problems from three levels---communication subject,information flow and the noise,which are three main factors constitute communication activity.On this basis,I put forward related communication strategies in order to realize balanced communication between the official and the folk,as well as facilitate the crisis's solution.Weibo brings new problems into the official---the folk communication,but also provides a new way to promote their conversation.This paper analyses new problems and open up new paths,in order to provide theoretical reference to benign interaction and communication between the two sides in Weibo field,and then to make some compensations for harmonious and stable development of China's network society.
