Good Law And Good Governance Of The Construction Of A Responsible Government Perspective

Today's social and economic increasing competition, changing social structures,democratic political development presents new forms, governments around the world governance mode gradually unified, only innovation, based on national conditions,learning the advanced western culture and system, in order to make our remain invincible in the world political and economic development. In this context, the concept of the construction of responsible government emerges as the times require.The responsible government is the product of the development of the western democratic countries to a certain stage, and it is the inevitable development of the democratic politics. Responsible government has become an important symbol of democracy in the world.With the continuous development of China's reform and opening up and reform of the political system, the construction of the responsible government has made some achievements, but compared with the Western democracies there is still a big gap, it is because China's two thousand years of feudal culture ingrained, resulting in China's construction of the rule of law, the reform of government institutions and the transformation of government functions are slow in development, the construction of a responsible government is beset with difficulties, needs to use the means of the rule of law to implement the party's spirit of the the fourth Plenary Session of the 18 th CPC Central Committee as the guiding ideology, to comprehensively promote the rule of law China construction and reform of the administrative system as the focus,accelerate to build a responsible and efficient government.This paper attempts to through a novel perspective by good law and good governance, to the problems and defects existing in the current management mode of China's administrative organs as a breakthrough, in-depth excavation of responsible government concept, characteristic as well as the historical origin, to the above this foundation, draw lessons from the experience of foreign countries, government,combined with the special situation of the social development in our country, so as to provide some useful ideas and suggestions for the construction of the responsible government, so as to speed up the management philosophy of Chinese government to the goal of the transformation of the concept of responsible government.The context of this article is mainly to good law and good governance, new perspective, to study China's construction of a responsible government countermeasures, in this paper, the first chapter is mainly introduces the research perspective of the related basic theory, namely: good law and good governance, the related basic theory, through expounding the connotation of the good law and good governance, characteristics and traces its generated background, explore good law and good governance in the legal aspects of the relationship. The second chapter of this paper mainly introduces the connotation and characteristics of the responsible government and its theoretical origin, and expounds the basic theory of the responsible government. The third chapter of this paper mainly analyzes the development status and advanced experience of the western countries, and then guide the development of the responsibility of the government of our country can be used for reference. The fourth chapter of this article mainly introduces the reason of our country's responsibility type government and the significance of developing the responsible government, which is the groundwork for the next chapter. The fifth chapter of this paper is mainly about the difficulties encountered in the construction of China's responsible government, and puts forward the corresponding solutions, in order to return to the theme, to complete the mission of this study.
