On Issues About Decisive Power On Vital Items Of Standing Committee Of People Congress At County Level

Decisive power on vital items is a sort of basic power of standing committee of local people congress, it matters democracy and rule of law in local governance. If such a power being used effectively, politic and social regulation shall be improved. Some issues about this power at county level will be studied.Firstly,issues concerned,background of the research and meanings about the paper shall be described;secondly,upon general theory in this field,status of this power shall be described,and definition of such a power shall be drafted;thirdly,several advises will be provided to improve political system and enhance standing committee of people congress at county level, for using decisive power effectively;beside, three principles will be given for improving decisive power practice:Active Attitude principle; Veto Principle; Searching Vital item Principle.This paper shall provide theoretical insight and description, and also be benefit to improve the mechanism of decisive power on vital items of standing committee of people congress at county level.
