The Research On Problems And Countermeasures Of Rights And Responsibilities Allocation Of The Community Governance Of “Village To Community” In Longgang District

As the basic social governance unit, the community has the responsibility for the residents' autonomy and self-development, it also takes part of the administrative functions of government agencies and it is an important basic platform to promote the modernization of national governance system and governance capacity. At present, in the level of "village to community" in Longgang District, there are four sets of working mechanism which are Community Comprehensive Party Committees, Community Residents Committees, Community Joint Stock Cooperative Companies and Community Workstations. In the status quo of the power and responsibilities, Community Workstations undertake government administrative functions, with a strong administrative color, have the authority to check, examination and approval, registration and confirmation. Community Joint Stock Cooperative Companies mainly take the enterprise management authority which include company operations, financial management, personnel management and property management and other fields. Because of the obtaining of economic resources and personnel resources that needed to control the community, Community Joint Stock Cooperative Companies play a leading role in the community management. Community Comprehensive Party Committees are mainly responsible for the operation and management of the party organization, and obtain certain discourse power of personal relation in the facet of organizational change or election in community through the manner of organization and coordination, etc. Community Residents Committees are involved in the relatively small powers and responsibilities, mainly exercise the Confirmation authorities such as issuing all kinds of "proof" and "confirmation" for community residents.Overall, the current equipped responsibilities and rights between working mechanism are formated by history in basic level of communities in Longgang District. The responsibility and right is relatively unbalanced, and it does not reflect the requirements of the original system. In this study, through deep field research, we aim to systematically understand the main work of community agencies and their responsibilities. By investigating the basic govern problems of Longgang District, such as bad relationship between the community organizations, unclear function of Community workstations, imbalance allocation of community resources, marginalization of Community Residents Committees and shortage in residents participation, we did a comprehensive and in-depth analysis. At the same time, based on the theory of Public Governance, from the perspectives of four institutions, Community Comprehensive Party Committees, Community Residents Committees, Community Joint Stock Cooperative Companies and Community Workstations, we proposed multiple purposeful and feasible countermeasures and suggestions to reform the "Village to Community" community governance system.
