Research On Government Responsibilities In Community Goverance In Xilinhot

The 19 th congress states briefly "to build,work,share the structure of social governance and strengthen the social management system construction,in context with the progression in the party committee leadership,government responsibility,nongovernmental support and public participation,a rule in law guarantee system of social governance,and the improvement in the socialization of social governance,a rule associated with law,intelligent and professional level".This article illustrates the interpretation of the fundamental theory of community governance,which combines Xilinhot's performance of government responsibilities in urban community governance as well as the predominant problems,meanwhile,explores the source of the issues.Finally,the government responsibilities have put forward reasonable countermeasures and suggestions to improve the community governance in Xilinhot on the basis of the relevant data.This paper is composed of five parts: The first part: "Introduction",briefly summarizes the background and significance of the theme,literature review,research method and the innovation of this field.The second part: " Concept definition and theoretical foundation,which overarchingly defines the concept of community,urban community and urban community governance,this paper also states the new public management theory,the new public service theory and the governance theory of urban community governance theory foundation.The third part: " The current situation and existing problems of government responsibility concerning community governance of Xilinhot ",principally analyzes the achievements and dominant issuesthe government oversteps the community work;The second is that the street offices do not have the right and responsibility to match;Third,insufficient support from government agencies;Fourth,the cultivation of non-governmental organization is not in place;Fifth,the deficient in community governance and citizen participation.The fourth part: "Analysis of interrelated sources about problems of government responsibility in the community governance of Xilinhot" : First,relevant laws and regulations are not sound;The second is the influence of the traditional administrative concept;The third is the conflict between the interest claims of other entities and the government;The fourth is the low level of economic development.The fifth part: " to improve the countermeasures and suggestion for the government responsibility in the community governance in Xilinhot" : First is to improve relevant laws and regulations;The second is to optimize the management function system;The third is to increase community capital investment;The fourth is to strengthen the construction of community teams;The fifth is to optimize the residents' participation mechanism.
