Study On The Ideological And Political Quality Of Minority Officials At Grass-roots Levels

Improvement of ideological and political quality of officials is one of the key contents of ideological and political construction of official team as well as the important guarantee of cultivating incorruptible and impartial officials. Due to the different geographical positions, economic development levels, and cultural diversity, minority officials at grass-root levels have formed their unique characteristics in ideological and political quality. The paper studied, sorted out and analyzed the theoretical achievements of domestic research on ideological and political quality of minority officials at grass-roots levels, conducted overall survey over the ideological and political quality of minority officials at grass-roots levels in Ar Horqin Banner in Inner Mongolia Autonomous Region, analyzed their advantages and disadvantages and put forward corresponding measures.The paper consists of five parts. The introduction introduces the study background, significance, overview and study approaches.The first chapter expounds related concepts and states that ideological and political quality of officials covers such four parts as theoretical quality, political quality, moral quality and ideological quality, thus an important part of officials' personal quality, and its formation is greatly influenced by its social circumstance and related education. Besides, the chapter also presents the study objects, minority officials at grass-roots levels in Ar Horqin Banner, and explains the connotation of the concept--Ideological and Political Quality of Minority Officials at Grass-roots Levels.The second chapter presents the demands of the modern time placed on the ideological and political quality of minority officials at grass-roots levels, including those on their theoretical quality, ideological style, political style and moral style. Various requirements and appraisal standards for officials in modern eras are also accounted.The third chapter investigates the ideological and political quality of minority officials at grass-roots levels in Ar Horqin Banner through field survey and questionnaires, summarizes their strengths and shortcomings and analyzes the reasons behind some problems.The fourth chapter proposes three suggestions for the enhancing of the ideological and political quality of minority officials at grass-roots levels. Firstly, political theoretical knowledge of minority officials should be enforced through promoting the theoretical quality of minority officials at grass-roots levels, and principles of Marxism and Theoretical System of Socialism with Chinese Characteristics should be studied and observed in the solving of practical problems. However, the deeds that merely based on theoretical experience should be avoided in serving the public and the situation of minority regions and needs of the era should be taken into full consideration in decision-making process. Secondly, ideological and political quality education of minority officials at grass-roots levels should be emphasized to upgrade the ideological and political education level of officials and to cultivate officials who abide by law, enforce law, study and carry out the policies and guidelines of the Party, and keep pace with the times. Officials should also have an in-depth study of Marxist ethnic theories, deal with ethnic problems objectively and safeguard the peaceful development of minority regions. Thirdly, through optimizing education safeguard mechanism and related regulations of the ideological and political quality of minority officials at grass-roots levels, the ideological and political quality level of minority officials at grass-roots levels should be further elevated.
