Promotion of civil servants as public servants for personal development and can play the most important motivating factor, building service government, responsible government, the rule of law the government plays a vital role in. Promote capacity building of civil servants is to strengthen the Party's governance capability of the inevitable requirement. As the ruling party, the Communist Party of Vietnam's governing philosophy guiding the work of the basic ideas of the government, ruling style reflected in all aspects of daily work of government. At present, Vietnam is in the reform and opening up to the market economy stage, with the deepening of economic globalization and reform, professional, scientific, complex features state administration said benefits highlights the ability of civil servants in Vietnam put a higher demand. In this paper, domestic and foreign research status of civil servants promoted to sort out, to define the civil service, the promotion and the basic concepts of civil service promotion system, promotion of civil service system theory, form and type of promotion of civil servants were discussed by. Further analysis of the evolution of the civil service in Vietnam, mainly from the Vietnamese civil service promotion system of the main content, the development of the Vietnamese civil service job promotion and other systems to discuss. The main problems the Vietnamese civil service promotion system exists, such as setting the conditions for promotion is not enough science, lack of supervision and job promotion system, promotion of civil servants lack of fairness are the main existing problems.; Cause Problems Vietnamese civil service promotion system was analyzed, the traditional official ideology of theright to influence the promotion, backdoor relations, promotion methods on the results of the promotion and incentive impact assessment mechanism for promotion is the main reason. Finally, this paper proposes to improve Vietnamese civil service promotion system recommendations.Mainly from the legal effect of legislation to improve the promotion level,the way the program was promoted diversification, job discrimination specific type of talent promotion, Jian provision of differentiated channels for promotion, the promotion of civil servants and service awareness and give proper guidance, establish objectives and results several aspects of the promotion-oriented performance appraisal like.
