Each country has paid storage policy,Vietnam is the same. After the liberation of the country since the reform and opening-up in Vietnam has been through the good times wage reform policy, but up to now,Vietnam civil service pay and a lot of civil service pay overall level is low,civil service wage structure is irrational and regional income gap big, weakening the civil service wages regulation ability, lack of incentive function,allowances,subsidies,etc.,another is to civil service pay relatively low so many people leave a government departments will go out to open his own company or investment in a foreign company.From this view,the Vietnamese government to adjust a list of policy is to attract talent, the stability of the civil service, civil servants to fully mobilize the enthusiasm and play the initiative role.According to the above statement according to the official payment management practice, on the basis of modern human resource management,to improve the civil service pay system in vietnam. Try the theory of transformation to guide the practice of specific methods, is committed to solve the problems existing in the current payment system of civil servant,feasibility and the establishment of the socialist market economy to adapt to the payment system of the civil servant is proposed.
