Studies On The Democratic Management Of Contemporary China At The Basic Level

As the core of the socialist democracy, Grassroots Democracy is the development Direction of building a new socialist countryside. It is an important form to make the people to become the true masters of their country and realize their democratic rights such as voting rights, decision rights, management rights. Grassroots Democracy make sure the people could directly involved in the democratic management of the State or basic level organization.Recently, with the proceeding of the rural grassroots democratic political reform, many rural areas begin to take their practice on democracy. Deng Zhou “4+2” and Zhong Mu “Joint Family Representation” are two representative practices. The “4+2” is based on the top-down Party building and democracy governance, it is a mechanism of democracy and self-government in rural China which ensures the Party's leadership and the villagers' autonomy. The “Joint Family Representation” is a down-top way to motivate the farmer's initiative and ensure their management rights.Deng Zhou “4+2” working method is a new practice under the Party's leadership on the rural grassroots democratic and automatic policy mechanism. Its main contents is to build a rigorous work process in order to ensure the decision, management and supervision on rural matters of indifference can be made in democracy and openness. It fulfills the harmony on Party's leadership and rural autonomy, standardizes the rural democracy, ensures the democratic and scientific decisions on rural great matters. It realizes the people's power and position by unit the self-management, self-education and self-service together.Zhong Mu “Joint Family Representation” is a new practice on village autonomy in rural democracy management. Its progresses reflect on innovated the grassroots democracy management forms, promoted the supervision of village affairs and solved some outstanding issues in grassroots society, etc. It is a radical and profound reform in progress of Chinese grassroots democracy reform.The article attempts to realize the performance and influence of “4+2”method and “Joint Family Representation” by field study on grassroots and farmers. We analyze the changes on farmer's life and government's working methods under the influence of “4+2”method and “Joint Family Representation” in both top-down and down-top ways, in order to realize the objective situation of rural democracy and autonomy. At last, we sum up the contents, meanings, social bases, operating mechanisms and problems of rural grassroots democratic management system building and find the overall solutions to strengthen the grassroots democracy management institution.The introduction attempts to set forth the purposes, meanings, research status, core concepts and research methods of this research.The first chapter sets forth the situation of rural development and grassroots government from the two back grounds of the Party building and rural autonomy situation.The second chapter introduces the contents,operating mechanisms and characters of the “4+2”method and the “Joint Family Representation”.The third chapter analyzes the efficiency of the “4+2”method and the “Joint Family Representation” by field study and sum up the rural autonomy and Party building problems in the perspective of system.The last chapter put forwards a series of solution on rural grassroots democracy management system problems based on the democracy management operating mechanisms analysis. In our view, the grassroots democracy management building should base on both inner Party democracy and rural autonomy. Only the inside-out democracy could ensure the comprehensive, scientism and prescriptive.
