On Rural Grass - Roots Government And The Problems And Countermeasures Of The Development Of Villager Autonomy

In China, the basic governments in rural areas have become the basics of the national government. And in the present period, there exists two types of rural basic governments, 1. e, twonship government and village government. Since the implication of the policy of openming to the outside world and reform. in China, there heve been existed many problems connecting with the democrafic dictatorship constraction due to the imperfection of the national democracy and legal system such as there are no concrete laws and regulations by which to connect the township government and that of the village, and local cardres in rural areas bear insufficient ?? recognition and conscronsness to manage by law democratically. And villagers have less legal conscionsness and misundersland the content of autonomy ; And the communitt party committee disturb too much the proper work of the local government All these Problems have affected to a certain defree the construction of the rural democratic porltics. As the reform gets deeper and deeper, market economy have taken place of planing economy. We抮e facing an urgert problem to solve, i. e how to strengthen local government in rural areas and connect the township government with that of the village properly to promote rural democratic politics. In this thesis, we have probed into such Pioblems as the reletionship between the township ?? government and that of the village , the Party organization and the village committee. We also analyze the existing Problems and their censes with suggestions to adjust this relations. We hold that the key Point to the construction of the local government in rural arens in China lies in connecting properly the twonship government and that of village and completing the mangement of villagers?autonomy. The organization of the villagers? autonomy is the smallest unit in rural governments and forceful regulations must be carried out to pcomote the development of the democratic dictatorship. the refore, in order to strengthen the government , firstly, we must bring abont many gualified cardres and develop rural economy to pave the way for it; secondly, strengthen macro-control and adjustnent to proride a good enviroment for it; Triodly, distinguish the lights and responsibilifies of the township government from that of the village Fourly,guicken the reform of the Political system to hormalize government behaviour. And lastly, probe into new ideas and methods comcerming rural government to perfect the township government and that of the village.
