Study On The Supervision Of Grass-roots Government In The Exercise Of Villagers' Autonomy

In the research of many scholars in academic circles and the actual practice of democracy at the grass-roots level,villagers' autonomy has the characteristics of integrity and certain power attribute.Under the background of strengthening the supervision of village-level power in the latest document No.1 of the Central Committee,In the exercise of villagers' autonomy,the effective supervision of the grass-roots government according to law is conducive to the villagers' exercise of autonomy according to law,and provides a guarantee for the exercise of villagers' autonomy,which is conducive to the realization of harmony and stability in rural society and the promotion of rural revitalization.Article 5 of the Organic Law of villagers' Committees of our country clearly stipulates that the relationship between township people's governments and villagers' committees is the relationship between guidance,support and help,which is carried out in the practice of democracy at the grass-roots level.In the process,the support,guidance and help of the grass-roots government for the exercise of villagers' autonomy are reflected in the supervision and protection to a great extent.In the relevant provisions and specific practices of the Organic Law of the Local people's congresses and Local people's governments at all levels in China,the grass-roots government needs to deal with the relevant industries in the areas under its jurisdiction.The activities carried out by the relevant organizations and departments shall be supervised.Starting with the empirical investigation of the supervision of the grass-roots government in the exercise of villagers' autonomy in J village,and combining with the relevant research data of other scholars in academic circles,this paper finds that because the supervision of the grass-roots government is not in place,the exercise of villagers' autonomy is in democratic election.Democratic decision There are many problems in policy,democratic management and democratic supervision,such as the problem that the evil forces in rural areas influence the exercise of villagers' autonomy in democratic elections,and the alienation of the main body in the exercise of villagers' autonomy in democratic decision-making.In the democratic supervision,there are some problems in the name and name of the village affairs supervision institutions.At the same time,the grass-roots government still has the problem of offside supervision over the exercise of villagers' autonomy to a certain extent,mainly in the aspects of collective financial supervision of villages and the tendency of subsidiary administration of villagers' committees.Therefore,it is necessary to improve the path of grass-roots government to supervise the exercise of villagers' autonomy in a timely manner,and adhere to supervision and rights and responsibilities in accordance with the law.Under the principle of democratic election,democratic decision-making,democratic management and democratic supervision,the corresponding guarantee mechanism should be improved,and the relevant legal system should be improved,the corresponding relief system should be established,and the service consciousness ofthe grass-roots government should be strengthened.We will enhance the ability of villagers to exercise their autonomy.
