Study On The Managing Ability Of Basic Level Government In The Process Of The New-Type Urbanization

The Eighteenth CPC put forward that China should go the new industrialized,informatization,urbanization,agricultural modernization road with Chinese characteristics.The "Thirteen Five "plan emphasize that the new-type urbanization is the emphasis of development in the five years.The new-type urbanization is the new direction of development,the economic power and the potential of expanding domestic demand in China,according to the real situation of China.Promoting new-type urbanization is the important decision of our party and country based on the overall times.This thesis study the managing ability of basic level government in the processing of the new-type urbanization.The whole thesis applying literature research method,induction method,comparative analysis method study the features and trends of the new-type urbanization,put forward the new requirements,analyze the reasons and the path of promoting the managing ability of basic level government.Firstly,the thesis introduce the concept of the managing ability of Government,posing the managing ability of Government means the ability to create a good social order by policies method and law method.Secondly,the thesis study the difference between new-type urbanization and traditional urbanization,posing the features and trends of the new-type urbanization,posing the new requirements of new-type urbanization including completing planning capacity,innovation ability of mechanism and system,public service capacity of equalization,adaptability between the administrative and environment.Thirdly,the thesis analysis the factors restricting the promoting of the managing ability of basic level government including system,personal,technology,financial and concept factors.Finally,the thesis pose the path of promoting the managing ability of basic level government including transforming government function,completing evaluation system of basic level government,promoting the administrative staff ability of basic level government,setting up evaluation system of basic level government and improving supporting security system by literature research method,induction method,comparative analysis method,the features and trends of new-type urbanization,the problems and factors of promoting the managing ability of Basic Level Government.I hope this study can pose the useful reference and study significance for posing the path of promoting the the managing ability of Basic Level Government.
