The Path Selection For Promoting The Quality And Ability Of The Civil Servant At The Basic Level Under The Background Of New-type Urbanization

Urbanization is the main driving force for a period of time in future, stimulatingdomestic demand to promote economic growth. China is vigorously promoting thedevelopment of the new-type urbanization, so in the next period our country will be in therapid development of the new-type urbanization stage. The rapid development of urbanizationhas brought a series of problems as well as economic dividend. The civil servants at the basiclevel struggled in the cause of socialist construction need regularly contact and solve theseproblems, this set a higher request to the quality and ability of civil servants. According tostatistics from the Bureau of national civil servant, by the end of2012, the number of civilservants in China had reached7,089,000, more than60%of them are at the basic level. Atpresent the civil servants at the basic level don’t adapt to the development of the times in theknowledge structure, the ability to work, the ideological style and the psychological quality. Inorder to deal with the problem of new-type urbanization better as well as promoting theeconomic and society’s healthy development, it is urgent to strengthen the construction ofcivil servants at the basic level and improve its quality and ability.The promoting of civil servants’ quality and ability should combined with thebackground of times development and the new requirements of new-type urbanization. Thispaper expounds the formation process, characteristics and connotation of the new-typeurbanization. The paper analyzes the present situation as well as problems that civil servant atthe basic level has with their quality and ability. This paper also discusses the relationshipbetween the new-type urbanization and the quality and ability of basic civil servants, andsummed up the dilemma of enhancing basic civil servants’ ability and quality under thebackground of new-type urbanization. Under the guidance of the human resourcedevelopment theories, combining with the requirement of the new-type urbanization it putforward the path to improve the quality and ability of basic civil servants. This path is toestablish a correct concept, in accordance with the requirement of the new-type urbanizationdevelopment, strengthen the safeguard measures, perfect the relevant management system andtake the mode of external pressure training development combining with self motivationdriving development. Evaluating the results of the promotion of basic civil servants’ qualityand ability, then contrast with the expect results, and find out the problems and gaps, in order to improve the method of promoting scheme.
