Public institution categorizing reform is a major reform for our public administration and services, reengineering of culture is an essential part of it. It can bridge the cultural conflict and psychological discomfort by "dismantling, merging, restructuring" and other rigid categorizing reform measures, patch system vulnerability, play the role of cultural soft management, build a new image and a new reputation for the public institution, and construct the public welfare service system with Chinese characteristics.This paper follows "the background survey---theoretical analysis---empirical research--suggestion" research path, using various methods of literature analysis, questionnaire survey method, and case study method. It clears connotation about the basic concepts like public institution, categorizing reform, the reengineering of culture. It integrates domestic and foreign scholars'research status about public sector reform to provide experience for us.This paper extracts the basic principles of the reengineering of culture in the public institution categorizing reform, including the principle of cultural conflict and coordination, the principle of cultural differences and interaction, the principle of cultural reconstruction and the principle of multiple collaborative reconstruction. It summarizes the value of cultural reconstruction and constructs the theoretical framework of this study.Under the guidance of theory, this paper takes OCAI to survey 10 administrative public institution, public welfare institution, and business public institution in Dalian and Handan city. It summarizes the different types of cultural situation and expectations, and analyzes different ranks of personnel to indicate the direction of cultural reconstruction.Finally, this paper discusses framework of ideas, basic principles, and processes in the reengineering of culture in the public institution categorizing reform in detail, and combines multiple cases to build implementation and feedback cultural reconstruction mechanism of three public institutions.This study is not only concerned about the internal cultural conflicts, but also about the cultural interaction between public institutions and outside outstanding organizations, trying to build a multi-stakeholder involved, and multi-pronged cultural reconstruction mechanism.
