Research On The Modernization Of Rural Governance In The New Era

The 20th National Congress of the Communist Party of China pointed out that we must move towards the new journey of building a socialist modern country with a more solid pace.The research on modernization of rural governance,in conjunction with the modernization of national governance and the strategy of rural revitalization,is based on the transformation of the main social contradictions in the new era,and explores a path with Chinese characteristics for the modernization of rural governance to achieve good governance in rural areas.China is a country with the majority of its population being farmers,and the rural areas are the foundation of the entire social and political life.They have always been an important component of China’s social governance.The report of the 19 th National Congress of the Communist Party of China points out that the most distinctive feature of entering the new era is the transformation of the main social contradictions.Along with this transformation,rural residents have increased their pursuit of a rich and colorful cultural life,modern living styles,livable and prosperous homelands based on the achievement of basic subsistence.At present,in many areas of China,the traditional rural governance model cannot support the good interaction between the government and the villagers,highlighting the urgency of reforming and improving the rural governance system and enhancing the modernization capacity of rural governance.Under the background of implementing the rural revitalization strategy in the new era,promoting the modernization of rural governance has significant significance.It will not only help achieve social harmony and stability in rural areas but also promote the modernization of agriculture and rural areas,assisting the achievement of common prosperity.From a historical perspective,this paper reviews the development process of rural governance since the establishment of New China and summarizes the main experiences of China’s rural governance process.It has undergone four stages: the "one-village-one-society" stage(1949-1957),the "political and social unity" stage(1958-1982),the "rural governance" stage(1983-2016),and the "three governance integration" stage(2017 and beyond),respectively.Starting from the micro-perspective of specific rural practices,this paper takes the empirical materials from Nan Gou Village as a typical case to analyze the current challenges and internal difficulties faced by the modernization of rural governance in Nan Gou Village,such as the impact of social transformation,unbalanced regional development,imperfect rural governance system and mechanism,inadequate leadership of grassroots Party organizations,and low modernization capacity of rural governance subjects.Based on practical experience,we can grasp the practical path of promoting the modernization of rural governance in China more accurately.In the process of promoting the modernization of rural governance in the new era,we must adhere to the Party’s overall leadership,respect the objective laws of rural social development,and innovate rural governance practices to promote the modernization of rural governance.Guided by Xi Jinping thought on socialism with Chinese characteristics for a new era,we will innovate and explore a path for China’s rural governance modernization with Chinese characteristics,adhering to the Party’s overall leadership,strengthening the Party’s political,organizational,value,and legal leadership,and guaranteeing villagers’ common prosperity.In the process of promoting the modernization of rural governance in the new era,we must adhere to the Party’s overall leadership,respect the objective laws of rural social development,and innovate rural governance practices to promote the modernization of rural governance.Efforts will be made from two dimensions: improving the modernization system of rural governance and enhancing the modernization capacity of rural governance subjects,improving the new model of "three governance integrations," innovating fine-grained governance methods,and enhancing the modernization capacity of governance subjects to achieve the goals of rural revitalization and good governance,thus laying a solid foundation for China’s rural development.
