The aging of population has greatly influenced the reform process of social security system all over the world. Under the background, not only does the Chinese government actively explore the reform of basic pension insurance system, but also attaches great importance to the construction of social elderly care service system. In September 2013, the State Council promulgated Several Opinions About Speeding up the Development of Elderly Care Services, regarding the effort as the great power of promoting consumption, expanding domestic demand, increasing employment rate and promoting the development of service industry and economic transformation and upgrade. In 2020, a perfectly functional homebased care service system covering both cities and countryside will be built in support of communities and organizations. Therefore, it is of great importance to perfect the home-base care services, which is an indispensable part of social elderly care service system. When it comes to the construction of home-based care services, several aspects should be taken into consideration: the severe aging of population, difficulty of traditional family care, and the reform of elderly care institutions and service-oriented government. It is obvious that multiple-subjects-involved home-based care services will be a feasible way.In Gansu Province, an economically less-developed district in western China, the aging of population has entered a rapid development stage. At the end of 2009, a virtual nursing home, which is the first one in the west, has been set up in Chengguan district of Lanzhou city, leading the path of developing home-based care services gradually. However, the development speed is slow. Home-based care services are still in the primary stage; multiple subjects' involvement has not been mobilized.The thesis focuses on the current situation of multiple subjects' involvement in homebased care services in Gansu Province, clarifying the difficulties faced by the government,markets, families and social organizations such as policy, capital, talent resources, etc. By comparing and analyzing the practical experience of developing home-based care services in western countries, several policy support suggestions are proposed to perfect the multiplesubjects-involved home-based care services in Gansu province.The thesis firstly introduces the background, purpose and significance of the research,reviews the references and puts forward the study methods as well as difficulties and innovation points of the research.Secondly, the thesis lists concepts and theories related to home-based care services,explaining the significance of multiple subjects' involvement in home-based care services.Thirdly, the thesis introduces the current policy support situation in the development of home-based care services in Gansu Province and analyzes its shortcomings.Fourthly, the thesis discusses the practical experience of western countries in multiplesubjects-involved home-based care services.Finally, the thesis brings forward suggestions of perfecting the policy support of multiple-subjects-involved home-based care services in Gansu Province, including legal policy support system, funding support system, human resources support system and evaluation payment support system.
