| According to the latest data released by relevant departments in 2018,China's population aged 60 years and above reached 241 million by the end of 2017,accounting for 17.3 percent of the country's total population.Consistent with the overall aging process of the country,the aging of the vast rural areas is accelerating.How to solve the increasingly serious problem of urban and rural old-age support,especially in rural areas.The 12 th five-year plan outlines the requirements of giving priority to the development of social pension services.The 13 th five-year plan period is an important strategic period for the reform and development of China aging industry and the construction of the pension system.The 13 th five-year plan puts forward more stringent requirements on how to deal with the aging of the population,holding that it is necessary to greatly improve the supply capacity of elderly care services,significantly improve the quality,make the structure more reasonable,and make multi-level and diversified elderly care services more convenient.In the 19 th report of October 18,2017,comrade xi jinping pointed the way for China to actively respond to the aging population and put forward new requirements.In the vast rural areas,the scale of peasant households brought by the implementation of the family planning policy for many years is becoming smaller and smaller.For financing channel is single,because of the weak infrastructure,development management mechanism is not sound,relatively backward in terms of the rural pension ideas,development of problems and challenges of aging society,and urban and rural living conditions and development prospects in significant gap lead to growing number of younger generation of migrant workers,rural left-behind elderly and left-behind children of empty nest family is becoming more common.The important choice of solving rural family crisis and implementing rural revitalization strategy.In the city's streets as representative's vast rural areas,because of non-profit organizations and for-profit professional pension service organizations main position is located in the urban community,it is difficult to cover its service radius,limited,a variety of social service provision is still dominant,an implicit government guarantee,therefore,the functions of the service-oriented government plays a decisive role into full play.This paper studies the current situation and predicament of home care in rural communities in S street of shilin county,discusses the way out for the development of home care services in rural communities from the perspective of service-oriented government by means of theoretical analysis and social investigation.It focuses on the analysis of the positioning of administrative organizations and management institutions involved in the service to the service function,as well as the improvement of the overall service level through rapid response and strengthening management under the premise of the aggravation of rural aging,so as to enable the rural elderly to enjoy more perfect social services,thus providing reference for promoting the harmonious development of society.On the face of village-level management service function performance does not reach the designated position,home endowment service system is not sound,the public service system of software and hardware foundation is weak,lack of security operation and maintain,through to the domestic and foreign development history of the same or similar forms horizontal,vertical,a comprehensive contrast to sum up the experiences of effective system operation and combining with the local actual put forward the following four aspects of the way.First,the government should actively perform its leading functions;second,the system of institutional guarantee should be established in an all-round way;third,the software and hardware foundation of services should be consolidated in an all-round manner;fourth,the protection measures for the rights and interests of the elderly should be strengthened. |
