The Research On Administrative--division Adjustment To Promote The New-type Urbanization Process In Hunan

With the rapid development of our social economy, the successive governments attach great importance to urbanization development. It has always been an important subject for domestic scholars regarding path selection and development direction of new-type urbanization.Administrative division as a part of national superstructure has an great impact on regional economy development. On the one hand, adjustment changes of administrative division influence the configuration and flow of resources in the area, on the other hand, the rapid development of regional economy put forward the inevitable demand of administrative division adjustment, These two interact with each other at a certain degree. At present, Hunan is giving great impetus to the construction of new-type urbanization, which takes a lot of administrative division means. Therefore, we need to be aware of the relationship between administrative division means and urbanization exploiting its advantages and avoiding its disadvantages, which can better guide the adjustment and reform of current administrative division and promote the construction of the new urbanization of Hunan. On the basis of past development of urbanization and administrative means, this paper points out the development history of administrative divisions of Hunan province and future development goals of new-type urbanization. Based on the theory of national supe-Rstructure, regional economic growth pole theory and urban-rural integration theory, this article indicates that administrative divisions of Hunan hinder the process of new-type urbanization because of insufficient influence of metropolitan, poor effect of growth pole in central city, incomplete and slow development system of small and medium-sized town,slow process and nonstandard adjustment of administrative division, etc. Virtually, There are many reasons that restrict current administrative division adjustment of Hunan such as the lack of guidance of scientific theory, insufficient norm of law,restriction of administrative system, slow economic development, the influence of regional culture and social mentality in some areas. In the light of the successful experience of administrative division adjustment in the urbanization in domestic provinces such as Jiangsu, Zhejiang, Anhui and Xinjiang, this paper puts forward basic ideas of administrative divisions reform in Hunan province.Initially, Knowing the guidelines of administrative divisions adjustment of new-type urbanization development in Hunan province. Insisting adjusting in accordance with principle, such as the all-round development of economic society, the transform ation of government functionsthe equalization of public servicethe will of the people and interests satisfaction.Furthermore, strengthening the top-down design of admini strative division adjustment under the background of new-type urbanization. Intensif ying the theory research of administrative division, perfecting the relevant legal nor ms, paying attention to social psychological influence during adjustment, adjusting a dministrative division in a gradual and rational way;Additionally,selecting the adjust ment path of administrative division reasonably.Giving play to Xiang river new distri ct as growth engine effect, relying on the central city in the district to develop urban agglomeration, cultivating the small and medium-sized urban system reasonably, pro moting the provincial governing county reform steadily and optimizing the regime ef fect of city dominating county.
