Research On The Problems And Countermeasures Of County And Township-level Administrative Division Of Hunan Province In The View Of Urbanization

Administrative division relates to the level of administrative power and the assignment of government functions and their changes,which is accompanied by the appearance of the country,and the ever-changing development of the requirements of socio-economic development.For all countries at all times,with the social and economic development,the adjustment of administrative divisions and the pace of change have never stopped.The current administrative divisions of Hunan Province are firstly established in the early 1990 s,which is basically in a relatively stable state.Over the next 20 years,due to the restriction of the national policy,the adjustment of county administrative division is very little.For the township administrative divisions,around 1995,according to the national requirements of carrying out the township administrative division adjustment,the township of Hunan Province has been adjusted,but for the magnitude and quantity,little change has been applied.Today's social and economic base in Hunan Province has been rapidly developed,and GDP and provincial competitiveness have been significantly improved.This result reflects that the adjustment of the last round of administrative divisions is forward-looking,which also plays a guarantee role in the sustained and rapid economic development brought by the relatively stable administrative divisions.In the face of the current situation of the county and township administrative divisions of Hunan Province,and the national economic strategic transformation,this paper analyze the limitations of township administrative division structure to economic development in the new round of economic development background of carrying out the "new urbanization" strategy as a national engine.In view of these limitations,this paper proposes the forward-looking concrete countermeasures to the problem of county and township administrative divisions in Hunan Province.In view of these problems,this paper is divided into the following four aspects:I.This research summarizes the requirements of the urbanization construction on the local governments according to the different levels of the administrative hierarchy and the relevant theories of the different administrative division and the urbanization.II.Through the analysis of the administrative division status quo of Hunan Province at this stage and the requirements of reforming and improving the place,this paper summarizes the constraints problems of the county administrative system in the county and township levels of Hunan administrative divisions by the administrative system,the unreasonable problems of county administrative system in the municipal area setting up process,the problems of the small number of cities in the county administrative system and the small number of small towns and villages,etc.This paper also analyzes the causes of related problems.III.According to the practice of the adjustment of administrative divisions in the process of urbanization in developed countries,this paper summarizes the path selection and method selection of the administrative division adjustment in the development process.This paper conducts an empirical study on the adjustment effect of the administrative divisions which has been adopted in other provinces and the adjustment of the administrative divisions in Hunan Province in recent years,and discusses the adjustment of the administrative divisions carried out by the representative cities and counties in China to seek and verify the rationality of the adjustment model.According to the adjustment of some administrative divisions of Hunan Province in recent years,this paper summarizes the experience of the adjustment of Hunan Province in actual situation.IV.Through the analysis of the theory and the introduction of the successful experience of the adjustment of the administrative division and the typical cases of the urbanization promotion,the main adjustment pattern of the county and township administrative division adjustment of Hunan Province are determined.The paper provides a more objective basis for the adjustment of the administrative divisions of county and township levels through the quantitative analysis method,and carries on the cluster analysis to the proportion of the landform area in the county,which is providing guidance for the group to guide the implementation of the merger of villages and towns.Finally,the author proposes the forward-looking guiding principles in the adjustment of the county-level administrative divisions in five levels,and proposes the concrete implementing countermeasures according to the guiding principles.This paper gives the scale of the adjustment of township administrative divisions and the implementing countermeasures of Hunan Province in the implementation of the adjustment plan of township administrative divisions with the guidance of topographic and geomorphic features.
