The Research On The Public Participation And Countermeasures In The Public Policy Evaluation

The public is an indispensable subject in the process of China's public policy evaluation. The public's full participation not only relates to the quality of the follow-up policy, but also is the foundation of establishing scientific policy evaluation system. The attention on public participation in public policy evaluation is a core value orientation. This paper aims to study the present situation of public participation in public policy evaluation and existing problems, and actively explore the countermeasure to perfect the public participation in policy assessment in order to enable the public to participate in the evaluation equally and build positive interaction between the government and the public.Public participation in public policy assessment is taken as a whole, including environment, subject, way of participation and the result's applying. It aims to improve the scientific nature of the policy and the public satisfaction, and emphasize that we should pay attention to the participation consciousness, channels and results application. It is of great significance for the improvement and implementation of public policy and enhancement of governance level. Our government and the public also launched a practice in this field, and made some experience and progress. However, there are also many problems, including inadequacy of public literacy, irrational participation in vogue, policy information being closed and lack of responsive and effective use of evaluation results. Facing these problems, we have to base on public participation and start from optimizing the assessment environment of involvement. Meanwhile, we have to emphasize the improvement of the public quality and the participation means. We should make the existing approaches cooperate with creative way and strengthen the response and application of evaluation results. In this way, the public can play a real role in public policy evaluation. The government can determine a continuation, adjustment or termination of public policy according to the evaluation results, and fundamentally improve public satisfaction of public policy and its effect.
