The development of the knowledge-based economy challenges the traditional model of government, so the government should take the knowledge-based government model as its own developmental goals. Knowledge-based government is a kind of government model to adapt to the knowledge-based economy which takes knowledge resources as the core resources, information technology as the technical support, knowledge management as the important management method, open and interactive features as the external characteristics, enhances administrative efficiency and ameliorates public services as the fundamental purpose. The elements of this kind of government include the knowledge-based management platform with specific knowledge management function, the knowledge-based civil servant with a higher knowledge, quality and capacity, the knowledge-based organizational structure with the flat and flexible characteristics, and the knowledge-based organizational culture consisting of People-oriented culture, innovative culture and cooperative culture.Knowledge-based government construction is necessary for the good development of the government. First, knowledge-based government construction is the necessary requirement of the service-oriented government construction since it can provide such support as human resources, organizational structure and management methods. Secondly, knowledge-based government construction is the necessary requirement to improve the administrative efficiency since it can enhance the enthusiasm and quality of staff and reduce government administrative costs and internal consumption. Thirdly, knowledge-based government construction is the necessary requirement to improve the government prestige since it can strengthen the knowledge and the moral of the government which the prestige improvement is based on. Finally, knowledge-based government construction is the necessary requirement to improve the administrative decision-making since it can develop the quality of decision-makers, maintain the advisory function of decision-making system, promote the civic participation in the public decision-making, ensure the decision-making information to have high-quality and large-quantity and promote the administrative decision-making to be more scientific and democratic.Knowledge-based government construction should be carried out on the basis of fully analyzing the influence of various factors. The favorable factors include the enterprise practice on knowledge management which can provide the support of impetus, technology and product for the Knowledge-based government construction, the e-government construction which can lay a good foundation on technology, equipment, personnel and concept and the early learning-oriented government construction which can bring impetus to the knowledge-based government construction. The unfavorable factors include the civil servants'psychological barriers such as the fear of change, the alert to others and the exclusiveness to everything, the civil servants'scientific quality and information literacy barriers, the organizational culture barriers such as unfaithfulness, hierarchy and machinery complex and the funding barriers from the organization.To turn our government into knowledge-based government, we should try our best in the following areas:First, we should improve the civil servants system in recruitment, training and retirement to create a knowledge-based executive team. Secondly, we should steadily implement the "province to county" system, actively promote the flexible mechanisms of human resource management and tentatively build the virtual team to build a knowledge-based organizational structure. Thirdly, we should build a knowledge management system and set up knowledge management sector to create a knowledge-based management platform. Fourthly, we should implement People-oriented pattern in management, establish innovation mechanism and foster cooperation concept to create a knowledge-based organizational culture.
