Research On E-government Governance And Implementation Method Based On Knowledge Management

Restricted by the administrative system of "segmentation",e-government construction investment continues to expand in China.The construction of government information system without effective governance has caused a lot of waste of resources.And it brought an unbearable burden to the government finance.The goal of e-government governance has two levels.The first is to improve the overall level of national governance capacity modernization.The second is to realize the scientific construction mode of administration according to law,power supervision,orderly construction,performance orientation and resource sharing based on platform governance and data governance,so as to further form the basic digital environment for the construction of Digital Government.E-government governance is the gradual standardization of e-government construction by the governance subject through governance behavior for a long time,which can further achieve the construction goal of digital government.In the sense of government administration,e-government governance usually relies on and adopts the mechanism of state power.E-government governance needs to be authorized by state power,that is to implement the will of political power through governance power in state power.The ffective governance of e-government has really started until 2017 in china.The governance subjects of e-government governance in China are formed by the central cyberspace affairs commission,big data administration,national development and reform commission,industry and information technology commission,the state information center and so on.But the synergy between above governance subjects has not been well solved.As a result,the governance scheme and path of e-government governance implemented by local governments in China are still not clear enough,which restricts the effectiveness of governance behavior.The pre-approval management of e-government construction projects is the most important key node for governance subjects to implement e-government governance behavior.The process of participating in the pre-approval management of e-government project construction is the origin to find problems and carry out theoretical and practical research,so as to form the research results of this paper.According to the national will and guidance,combined with the actual situation and development objectives of e-government,the research purpose of this paper is forming the governance framework theory and implementation path of e-government governance,and pursuing to improve the governance performance of e-government greatly.Based on the dialectical analysis of the existing big data governance view,archival governance view and knowledge system governance view,used the e-government governance basic theory of technology implementation framework and stakeholder analysis,combined with the institutional arrangement characteristics of administrative system and basic requirements of governance performance and governance objectives,this paper puts forward a new classification method of e-government information system in the basic theoretical research,according to the development of information technology and relevant national standards and specifications of e-government.And it puts forward the basic theoretical framework and basic implementation path of e-government platform governance and data governance through the construction of macro,meso and micro government knowledge system combined with the archival management of government data.The scheme takes the committee bureau level e-government platform with complete institutional arrangements as the governance object,and supports the sharing and utilization of data resources over different platforms and businesses under the core of knowledge management.In order to support the above scheme,an optimizing method of the governance subjects’ organizational structure is proposed based on the micro level knowledge application under knowledge management of e-government project pre-approval management.It proves that the behavior of group decision-making should consider the knowledge balance between different groups,so as to improve the overall governance level.It has formed a methodological research achievement of e-government governance and has a certain universal value.In theoretical confirmatory research,taking the e-government project pre-approval management as an example,the government business domain knowledge system is established.And an auxiliary decision-making method such as finding problem of project repeated construction based on knowledge association is realized by using the knowledge map of e-government project approval and the business logic specified in the national management rules.In the research on the methodology of platform governance and data governance,based on the meso level knowledge system in the governance framework,this paper puts forward the method of government business process reengineering and government data governance through the synergy of government business and archives management business.It is also implemented.And it is practiced by the construction and application of electronic documents knowledge map.Thus,the final result of theoretical research supported by empirical research is formed.Using the theoretical analysis of e-government governance and the conclusion of practical research,the e-government governance scheme which integrates the concept of archival governance and the concept of knowledge system has the characteristics of the current government system and basic institutional arrangements.It also has good operability.The implementation of this scheme can not only greatly improve the governance performance of e-government,but also operate in parallel and implement step by step.It has good feasibility in economy and technology.In the implementation of the plan,the negative attitude of the grass-roots rights government departments towards the supervision of power operation and the input-output concerns of e-government information system construction enterprises due to the improvement of the implementation technical threshold.But these problems are not the main contradictions under the general trend of the national governance capacity and the modernization requirements of the governance system.
