Boxing County, Shandong province since 2005 began to explore the implementation of the service for the people, after many years of practice, and constantly improve the relevant work system, forming a set of more mature work system. Taking Boxing County of Shandong Province as an example, this paper uses the method of literature research, case analysis and empirical research to study the service agency of the grass-roots government. The main purpose of this paper is to study the operation, effectiveness and existing problems of the grass-roots government for the people, and put forward the countermeasures and suggestions, so as to promote the construction of socialist new countryside, maintain the basic social harmony and stability, promote economic and social development, improve the grassroots people "get feeling" and so on. At the same time, it also hopes to provide a reference value for other areas of the livelihood of the people's livelihood construction or social governance path.Have been pointed out in this paper for the definition and connotation of the public service agent, from the maintenance of grassroots social harmony and stability, strengthen the rural social governance, better serving the people need, the needs of the new situation of agricultural production, to solve the local government staff problems need five aspects, expounds the the implementation for the necessity of the public service agent. This paper expounds the theoretical basis of serving the people, namely, the principal-agent theory and the new public management theory of 2 kinds of theories.Based on the investigation of 12 towns (streets) in Boxing County of Shandong Province, the economic and social development of Boxing county was analyzed, and the practice of civil agency, contradiction dispute mediation and agricultural production was introduced.
